Hand notifications back when unarchiving from the settings bar

Auto-archiving an unknown sender mutes them too, so unarchiving from the bar
left the chat back in the list looking ordinary while staying silently muted —
findable only by opening its notification settings. tdesktop resets the peer to
the default settings in the same handler; do the same.

The action moves to appProfileManager, next to hidePeerSettingsBar, since it now
touches the peer settings itself: the flags the bar was drawn from are dropped
from the cache up front so it goes with the click instead of a round-trip later.
editPeerFolders refreshes the settings on its own once the server answers, which
is what makes that optimistic edit safe.

Also fixes the freeze: editPeerFolders returns void, so the old
`freeze(editPeerFolders(...))` awaited undefined and never actually held the
plate disabled while the request was in flight.
