The proposals included releasing billions of dollars in frozen Russian sovereign assets, potentially reviving an earlier plan involving up to $100 billion; selling portions of Russian oil giant Lukoil to Middle Eastern investors, some with business connections to U.S. negotiators; and allowing Belarus to resume potash exports.
U.S. envoys Steve Witkoff and Jared Kushner revived the proposals, with frozen assets potentially being released as an upfront incentive rather than after a ceasefire takes effect.
Ukraine has avoided rejecting the proposals outright but is demanding safeguards, including matching payments from frozen Russian assets to Kyiv or guarantees of additional military assistance if Moscow violates an agreement.
