I think the Iranians recognize that they screwed up. We had a ceasefire. We had energy prices that had come down. And we had the possibility that if the Iranians behaved, they would get a lot out of a better relationship with the United States.

Well, what happened? They didn't behave. They started shooting at commercial shipping.

Now, we know, because we have very good intelligence, we know that there are a lot of officials within the Iranian system who didn't want that to happen.

They thought it was stupid for the hardliners to start shooting at ships again. But they did. And they weren't able to control those hardliners.
