Germany calls on UN member states to work towards common safety requirements for the most capable AI models. Providers should be required to test these models before release and report serious safety failures.
These requirements should be supported by effective national and regional oversight.
The AI industry will have to play its role in this and continue to bear a responsibility in shaping the trajectory of this technology.
At the same time, we need to ensure accountability, in particular when global peace and security are potentially affected.
