I want to be clear: the United States never targets civilians.

That doesn't mean that in a war, unfortunately, tragically, and in a heartbreaking way, some civilians get caught in the crossfire. But we never target civilians.

You know who does target civilians? Iran. Iran targets civilians. They launch rockets into going after embassies and hotels where they knew there were civilians.

From what I can recall, it's the first time in modern history that any nation state has deliberately targeted diplomatic facilities. And they've done that routinely and directly, and through their proxies in the region.
