California’s new AI order could require frontier models to have a kill switch

California Gov. Gavin Newsom has ordered an expert panel to design tougher AI safety rules, including independent oversight and emergency shutdown mechanisms for frontier models. The two-month timetable comes as federal action remains stalled, while California separately expands protections for children, students, and the public against several AI-related risks.
