The Cardon refinery in Venezuela, the country’s second-largest with a capacity of 310,000 barrels per day, halted operations due to a fire, the Reuters Tanker Report Service (RTRS) said. The refinery accounts for about one-quarter of Venezuela’s total refining capacity.
