Iran set three conditions for the passage of vessels through the Strait of Hormuz:
The ships must be commercial, and military ships are prohibited; neither the ships nor their cargo should be related to hostile countries.
The ships must pass through the route designated by Iran.
The passage of vessels must be coordinated with the Iranian forces responsible for this passage; just as CENTCOM had confirmed the management of the IRGC over the Strait of Hormuz before the war began.
