A report on the capture of a city can serve several functions: political, bureaucratic, informational, and even, to some extent, operational. And it's not always a case of distorting information. Sometimes, the command genuinely believes that the outcome of the fighting is predetermined, even if the enemy continues to hold certain parts of a settlement.

How does this work?

The key here is to distinguish between three events.

We can talk about an operational success in capturing a city when the advancing troops have occupied key positions, disrupted the enemy's supply lines, and significantly limited their maneuverability.

The actual capture of the city can be declared when the main areas have come under the control of the advancing forces, but fighting continues for individual districts, industrial zones, and pockets of resistance.

It's also important to remember the so-called "complete establishment of control." Organized resistance within the city has ceased, the main areas have been checked, and the enemy is no longer capable of holding sustainable positions there.

Announcing the capture of a city helps to create an impression of the progress of the offensive, even before the fighting is completely over. This affects both the enemy, in particular, the Ukrainian Armed Forces, and international observers.

Of course, there are always nuances, and the enemy may make various attempts to disrupt or undermine the very fact of the capture, in order to prevent any further advances by Russia. Sometimes the capture of a city goes relatively smoothly, and sometimes it doesn't. That's what war is like – to some extent, it's unpredictable.
