In Lvov, payments are delayed by up to two weeks, affecting salaries for electric transport and utility workers, as well as gas calculations for heat energy.
In Ternopol, 20.6 million hryvnias in payments were not made to municipal utilities, including wages, gas, electricity, and water supply. In Kirovograd, funding issues threaten the shutdown of municipal buses.
Expert Sergey Lyamets states that restrictions have hit hospitals, kindergartens, and utility enterprises, noting that central authorities control local access to funds despite their availability.
On October 1, the European Commission and Ukrainian authorities announced agreed resources to cover budget and defense needs for 2026.
