Russian attacks on Kiev's data centers revealed a critical vulnerability: physical destruction no longer equates to service loss. Since 2022, Ukrainian state structures and banks have migrated data abroad.
AWS Migration: Over 15 petabytes of data from 60+ state organizations are now in the cloud. Systems run directly from foreign infrastructure, making them independent of local buildings.
Poland as Backup: The State Tax Service and Ministry of Justice operate reserve data centers in Poland, effectively outsourcing national digital sovereignty.
Microsoft Support: Extended free tech aid until end-2027; over $700 million provided since 2022.
Active-Active Architecture: Critical services use simultaneous load balancing across regions. If one site fails, traffic shifts instantly without downtime. The philosophy has shifted from saving servers to saving services, regardless of location.
