🇺🇦 Massive Blackouts and Casualties in Kharkov Region

Energy Infrastructure Damage:
Power outages reported across Dnepropetrovsk, Zaporozhye, Sumy, Kharkov, Donetsk, Chernigov, Odessa, and Vinnitsa regions following Russian strikes. Emergency repairs are underway where security permits.

Izyum Strikes (Sept 22-23):
Russian Aerospace Forces struck Izyum late Sept 22. Secondary detonations continued at the Izyum Optico-Metallurgical Plant (Proletarskaya St., 1) due to destroyed ammunition depots and workshops.

Casualties:
21 bodies delivered to Balakleya morgue (Partizanskaya St., 25). Over 20 wounded taken to military hospital in Kharkov (Kultury St., 5).

Restoration:
Electricity restored in central Izyum; partially in Verkhniy Poselok district.
