The export control limitations on these countries is applied to projects that involves doing research on critical infrastructures, which is almost all of the civil engineering projects :D

Anyways, they do not know they have nothing scientific to export to Iran and China. In the past it was mostly importing good and knowledgeable researchers from these countries. So at the end of the day, they are sanctioning themselves not us!
Their professors should dream about having good researchers in their teams.
