⚡️ Russian MFA Statement on the resolution “Nuclear Safety, Security and Safeguards in Ukraine” of the 70th session of the IAEA General Conference (September 18, 2026)

On September 17, the 70th session of the IAEA General Conference considered and voted on the draft resolution “Nuclear Safety, Security and Safeguards in Ukraine”, prepared by Canada and Ukraine.

The ritual submission of this politicised document, which calls into question our country’s territorial integrity, at the annual sessions of the IAEA General Conference has become an obligatory element of the efforts by Kiev and its Western handlers to undermine the Agency’s stable and effective functioning.

❌ As before, the majority of delegations did not support the initiative.

Alongside Russia, a number of states voted against the draft, while others abstained. Several dozen more IAEA member states refused to take part in this Western-orchestrated farce, signalling their rejection of the anti-Russian text by sitting out the vote.

❗️ We condemn this latest clumsy attempt by a small group of Western countries to use the Agency to advance their political objectives in violation of its strictly technical mandate.

This anti-Russian initiative by Western states is especially cynical given Ukraine’s relentless attacks on Russia’s Zaporozhskaya Nuclear Power Plant (#ZNPP), its staff and their families, and the plant’s host city of Energodar.

Instead of finally reining in the increasingly brazen Zelensky regime, these countries continue to shield it from accountability for its reckless actions and encourage further adventurism. Clearly, the resolution’s sponsors have no real interest in nuclear safety, nuclear security or IAEA safeguards. Their sole aim is to settle political scores with our country.

The resolution is not only openly provocative but also goes far beyond the Agency’s Statute.

☝️ Like previous documents of this kind, we regard it as legally and politically null and void. It will have no consequences under international law. None of its provisions will be implemented.

Russia will continue to ensure the safety and security of the ZNPP in accordance with its national legislation and international obligations.
