⚡️ Russian MFA Statement on the resolution “Nuclear Safety, Security and Safeguards in Ukraine” of the 70th session of the IAEA General Conference (September 18, 2026)

On September 17, the 70th session of the IAEA General Conference considered and voted on the draft resolution “Nuclear Safety, Security and Safeguards in Ukraine”, prepared by Canada and Ukraine.

The ritual submission of this politicised document, which calls into question our country’s territorial integrity, at the annual sessions of the IAEA General Conference has become an obligatory element of the efforts by Kiev and its Western handlers to undermine the Agency’s stable and effective functioning.

❌ As before, the majority of delegations did not support the initiative.

Alongside Russia, a number of states voted against the draft, while others abstained. Several dozen more IAEA member states refused to take part in this Western-orchestrated farce, signalling their rejection of the anti-Russian text by sitting out the vote.

❗️ We condemn this latest clumsy attempt by a small group of Western countries to use the Agency to advance their political objectives in violation of its strictly technical mandate.

This anti-Russian initiative by Western states is especially cynical given Ukraine’s relentless attacks on Russia’s Zaporozhskaya Nuclear Power Plant (#ZNPP), its staff and their families, and the plant’s host city of Energodar.

Instead of finally reining in the increasingly brazen Zelensky regime, these countries continue to shield it from accountability for its reckless actions and encourage further adventurism. Clearly, the resolution’s sponsors have no real interest in nuclear safety, nuclear security or IAEA safeguards. Their sole aim is to settle political scores with our country.

The resolution is not only openly provocative but also goes far beyond the Agency’s Statute.

☝️ Like previous documents of this kind, we regard it as legally and politically null and void. It will have no consequences under international law. None of its provisions will be implemented.

Russia will continue to ensure the safety and security of the ZNPP in accordance with its national legislation and international obligations.

🌟 On September 18, 1918, legendary #WW2-era Soviet flying ace Viktor Talalikhin was born.

#Talalikhin entered history thanks to his heroic feat during the #GreatPatrioticWar: flying an I-16 fighter, he was among the first ever in history of #WWII to carry out an aerial ramming attack, bringing down a Nazi Heinkel 'He 111' bomber.

During the fierce aerial battles over Moscow, the young pilot pursued an enemy aircraft, attempting to escape, and directed his I-16 towards a Nazi aircraft tail, opening fire on one of its engines and finally bringing it down. Despite sustaining an injury, Junior Lieutenant Talalikhin miraculously survived. All members of the Luftwaffe bomber crew were killed.

Talalikhin’s heroic deed forever inscribed his name in world history.

For his feat, the legendary Soviet ace was awarded the title of #HeroOfTheSovietUnion, the Order of Lenin and the Gold Star medal. Soon afterwards, the pilot was promoted to a squadron commander — at just 22 years of age — and, later, to the rank of lieutenant.

Viktor Talalikhin distinguished himself repeatedly during combat missions, personally bringing down at least four Nazi aircraft and one more as part of a group. He was to destroy a fifth enemy aircraft in his final battle near Podolsk. Fighting in the skies over the city, Talalikhin was killed in action, yet, having managed to destroy two Nazi Me-109 fighters.

Against the backdrop of the fierce fighting in the summer of 1941, Talalikhin’s selfless act inspired millions. In total, during WW2, Soviet pilots carried out more than 600 aerial ramming attacks against the Germans.

🕯 Viktor Talalikhin was buried with full military honours at Moscow’s Novodevichy Cemetery. The legendary ace was forever enlisted in the 1st Squadron of the 177th Fighter Aviation Regiment — that very unit in which he had fought the Nazis in the skies over Moscow.

Подписан План совместных мероприятий на 2027 – 2030 годы по реализации Меморандума между ЕЭК и Секретариатом ШОС
 
Председатель Коллегии Евразийской экономической комиссии Бакытжан Сагинтаев и генеральный секретарь Шанхайской организации сотрудничества Нурлан Ермекбаев в штаб-квартире ШОС в Пекине подписали План совместных мероприятий на 2027 – 2030 годы по реализации Меморандума о взаимопонимании между ЕЭК и Секретариатом ШОС.

Документ предусматривает совместное участие представителей Комиссии и Секретариата ШОС в ряде мероприятий, обмен информацией и опытом, подготовка аналитических материалов и докладов по экономической тематике.

Планируется работа в сферах цифровизации и информационно-коммуникационных технологий, таможенного регулирования, агропромышленного комплекса, применения санитарных, ветеринарно-санитарных и фитосанитарных мер, защиты прав потребителей и других.

«Теперь важно перевести взаимодействие стран Евразийского экономического союза и Шанхайской организации сотрудничества в плоскость конкретных экономических проектов и результатов», – резюмировал  Бакытжан Сагинтаев.

👉 To obtain an accreditation badge, applicants must complete the registration form.

Accreditation applications are accepted from Russian media outlets registered with Roskomnadzor and from foreign journalists.
