ksud, uapi: fix issue with older compiler
The current use of 'static const __u32' for UAPI constants causes
build failures on older C compilers (e.g., older GCC/Clang toolchains)
with the error: "element is not a constant initializer".
While 'static const' works for Rust's bindgen and modern compiler,
older compiler may treats these as read-only variables rather
than true literal constants.
This patch introduces a macro for compatibility.
Test: kernel 4.4, 4.9 with gcc 4.9
Result: build success
