Relations between Addis Ababa and Cairo soured when Ethiopia joined the Uganda-led Cooperative Framework Agreement, CFA, in the early 2010s. The CFA currently has 6 signatories, all from upstream Nile states. The agreement, which became legally binding in late 2024, supports Ethiopia's GERD dam project.
