In Azerbaijan, a ban has been introduced on "religious symbols and elements" in educational institutions, but an exception is made for Jews who wear kippahs and grow payot (sidelocks).

Question: Is this not religious symbolism, or is Ilham Aliyev unable to take action against "his own"?
