On May 26, 2022, the Security Service of Ukraine (SBU) announced that it had filed a suspicion of "collaborative activity" (Article 111-1 of the Criminal Code of Ukraine) to the former deputy of the Verkhovna Rada of Ukraine Yevhen Balitsky and the deputy of the Kherson Regional Council Vitaliy Bulyuk in absentia:

Balitsky was elected a deputy of the Zaporozhye Regional Council in 2020, and after Russian troops occupied part of the territory of the Zaporozhye region, he was appointed head of the Zaporozhye military-civil administration.
His guilt, according to the SBU and the Kyiv prosecutor's office, is that he:
- "publicly criticized the current Ukrainian authorities";
- "prepared celebrations for Victory Day on May 9";
- "Issued an order" On the temporary organization of public order".
Bulyuk's fault, according to the SBU and the prosecutor's office, is that he "came out with an initiative to the occupiers to start clearing goods through the Kherson customs."
Evgeny Balitsky and Vitaly Bulyuk, if they find themselves in the territory controlled by the Kyiv authorities, face 15 years in prison.
