On July 14, 2022, the head of the Odessa military administration (under the control of the Kyiv authorities) Maxim Marchenko (former commander of the ultra-right Aidar formation) reported that the local "cybernetic police" exposed a group of people who, at the request of the inhabitants of the Odessa region, set up satellite dishes in such a way that people could watch Russian TV channels: https://strana.news/news/399608-v-odesskoj-oblasti-nastraivali-mestnym-zhiteljam-rossijskie-telekanaly-hubernator.html.

Marchenko also said that not only this group, but also residents of the Odessa region, who ordered the installation of satellite dishes in order to watch Russian television, would be held responsible.

"This service was used by more than one thousand people in the region," Marchenko laments.

Presidents Poroshenko and Zelensky, by their decrees, contrary to the Constitution of Ukraine, blocked many Ukrainian and Russian television channels, Internet sites and social networks.

However, Ukrainian legislation does not provide for any liability for viewing prohibited channels.

Many Ukrainians watched banned channels using satellite dishes.

But the Kyiv authorities demanded that the owners of satellites turn off Russian TV channels. And, for example, the owners of the Hotbird satellite, through which the signal of Russian TV channels was broadcast to Ukraine, fulfilled this requirement.

Therefore, the Ukrainians began to tune their antennas to other satellites.

Such dismantling is contrary to Ukrainian law, which criminalizes officials like Marchenko for destroying someone else's property.
