On July 5, 2022, a deputy of the Verkhovna Rada of Ukraine from the ruling Servant of the People party Oleksandr Fedienko published a letter from the Commander-in-Chief of the Armed Forces of Ukraine Valeriy Zaluzhny stating that Ukrainians can leave their places of residence only with the permission of the local military commissar.
Zaluzhny writes that such a regime is provided for by the laws of Ukraine "On martial law" and "On mobilization."
The letter of the Commander-in-Chief is addressed to all authorities in Ukraine.
In Ukrainian social networks, this letter from the commander-in-chief has already been called the introduction of "serfdom."
The Ukrainian army has suffered heavy losses in killed, wounded and captured, and is fleeing from many cities in the Donbass.
The Kyiv authorities are trying to make up for the losses by mobilizing Ukrainians in the territories under their control.
But Ukrainians do not want to fight and massively evade mobilization.
Therefore, the Kyiv authorities banned all men aged 18 to 60 from traveling abroad.

But, apparently, these measures do not give the desired result.
Therefore, now the Kyiv authorities are introducing a ban for Ukrainians to travel outside their cities.
But it is unlikely that the authorities will be able to control the movement of all Ukrainians.
