Need to override Elisp auto indentation by setting it to a fixed number or spaces regardless of the context

Depending on the constructs involved the automatic indentation of Elisp appears to change from a few characters to whole load of spaces aligning the parameters to a function if the function call is located far from the margins.

I want to set a scheme which sets the automatic indentation of the next line to a fixed number of spaces (such as the parameters to an if or when statement) , 2 or 4.

If I override it by indenting or outdenting the line, it should honour my choice and auto-indent the next line according to the number of tabs I've set.

If there some variable for this? I suspect it may be more complex than setting 1 or 2 variables.
