Introducing Catalyst: A declarative build system for C++

TLDR: I'm building Catalyst (beta), a declarative build system for C++. Would love for people to check it out on [github](https://github.com/S-Spektrum-M/catalyst). Hi everyone, Like many of you, I've spent years wrestling with CMake. I wanted something declarative, simple, and more in line with modern tools like Cargo and npm. So, I started building Catalyst. It's very much in development, and behavior will change, but the core foundation of what I want in a build system is there:

* Declarative YAML for simple composable profiles.
* Native support for vcpkg, git, local, and system libs.
* Ninja as a backend for really fast builds. I know it's a long road, but I wanted to get it out the door to see if anyone else might be interested.
