Israeli settlers established 185 pastoral outposts across the occupied West Bank between 2023 and 2025, extending their control over approximately 1.07 million dunams of Palestinian land, equivalent to 18% of the territory, according to a joint report by the Palestinian Central Bureau of Statistics and the Environment Quality Authority.

The report revealed that settlers expanded their control by an additional 300,000 dunams in 2025 alone, restricting Palestinian access to farmland, grazing areas and water resources. Systematic settler attacks and restrictions have also forced 118 Palestinian pastoral communities and groups from their lands, accelerating displacement and settlement expansion.
