1, 2 и 3 абзацы - пишем про данные статистики. 4 и 5 уже про общую эрудицию, восприятие мира и строго по формулировкам задания.

Поэтому я считаю 3й самым сложным - именно в части Комментария. Всем тяжело - и учителям и ученикам.

вариант 1:
While comparing the responses one can note that the figure for the option "Build hospitals and schools" is higher than the figure for the response "Develop public transport". It can be explained by the fact that Zetland school students understand the necessity of building basic facilities in rural areas whereas only some students want to develop public transport system, as there the distances are probably not large in the countryside.

вариант 2:
The table shows an interesting contrast between the options, the figure for the response "Improve Internet access"(20%) is higher than the figure for the option "Develop public transport"(5%). It can be suggested that Zetland school students see the Internet as a real necessity for modern life while only some students use public transportation actively and realise that comfortable life is impossible without it.

вариант 3:
While comparing the responses, one can note that the number of students who want to build hospitals and schools (48%) is significantly larger than the proportion of those who choose to improve public transport for better living conditions in the countryside (5%). There is a possible explanation. Zetland school students can see medical and educational services as a real necessity. They might feel that public transport is less important because the distances in villages are quite short and people can walk or cycle.

Самый легкий способ от опций the figure for ...is higher than the figure for ... и в комментарии ищем ответ на вопрос ПОЧЕМУ они так проголосовали. Это предпололжительное заявление, поэтому используем модальные глаголы вероятности.
