Presidents have had the authority to impose fines on illegals since 1996, yet Trump is the only one to use it.

The Trump Admin has been levying fines of $998 a day against illegals, and in May introduced a rule to increase the penalty certain aliens ordered removed will face. The comment period for that rule ends in June. Beyond fees and fines the Trump admin has ramped up first-ever attempts to seize assets and garnish wages from immigrants of various classes.
