USCIS released a memo yesterday telling citizenship officials to holistically assess all aliens for ‘adherence to societal norms and positive contributions’ that signal whether they are ‘good’ enough to be U.S. citizens.

This order states that even legal aliens who are nonviolent or noncriminal may be regarded as having ‘bad character’ if they have a history of inappropriate behaviour, too many infractions, poor driving, fraud, or they aren't culturally compatible with us.
