Beginning January 1, 2027, California law (Assembly Bill 435) will require children ages 8 to 16 to pass all five steps of the "Five-Step Test" before they can safely ride using a standard seat belt without a booster seat.

The Five-Step Test

1. Back support: The child can sit all the way back against the vehicle seat.

2. Knee bend: The child's knees bend comfortably over the edge of the seat.

3. Shoulder belt: The shoulder belt crosses the center of the chest and shoulder—not the neck or face.

4. Lap belt: The lap belt rests low and tight across the upper thighs, not across the stomach.

5. Posture: The child can stay seated in this correct position for the entire trip without slouching or moving the belt.

Penalties: Drivers can receive tickets and fines (up to $490) for non-compliance.
