Вот 3 синтаксических способа определения внешнего ключа отношения belongsTo в миграциях.
Лично я считаю второй вариант более предпочтительным.

Schema:: create( 'orders', function (Blueprint $table) {
$table->id();
$table->unsignedBigInteger( 'user_id');
$table->foreign('user_id')->references( id') ->on('users");
});

});
