On July 1, 2026, Russia's comprehensive cryptocurrency regulatory framework takes effect. This is not a ban β it is something more consequential: the state absorbing crypto into its architecture of control.

What changes on July 1:
π Licensed exchanges only. Only platforms with a Central Bank license may operate. Physical presence in Russia, capital requirements, compliance standards. Grey-zone exchanges β outlawed.
πͺͺ Mandatory KYC for all users. Every crypto account must be linked to a real identity. No anonymous wallets. No exceptions.
π Tiered investor system:
β’ Non-qualified investors: capped at 300,000β½/year (~$3,800) after passing a risk-awareness test
β’ Qualified investors: no limits β but privacy coins (Monero, Zcash) are prohibited
π Transaction reporting. Any transaction over 100,000β½ (~$1,300) must be reported by intermediaries to the Central Bank and Rosfinmonitoring.
π Overseas wallet declaration. Russian citizens must declare crypto holdings in foreign wallets to the Federal Tax Service.

The transition period: Full enforcement, including penalties, begins in July 2027 β a one-year grace period for the market to adapt.

Russia is not following China's path of prohibition. Nor the EU's path of regulated freedom. It is carving a third way: crypto is legal, but only inside a state-monitored corridor.
