Xinbi Guarantee was a 650,000-user Telegram marketplace where criminals could order custom fraud websites, money laundering services, fake IDs, deepfake tools, and workers for fraud operations. It processed $24B+ since 2022 and was linked to North Korean hackers and Southeast Asian fraud compounds. DOJ seized its Telegram channels and wallets, Treasury sanctioned it as a criminal organization, and a Strike Force deployed to Madagascar to shut down 13 Chinese-run fraud compounds on the ground.
