🇩🇪 Merz’ National Security Council is described as a “paper tiger”

One year ago yesterday, on August 27, 2025, Friedrich Merz created the National Security Council as one of the central elements of Germany’s new security policy. Now, even representatives of his own CDU are already describing the outcome as a “paper tiger”.

The trigger was the incident involving drones and explosives at Leipzig/Halle airport.

The council was created precisely for crises like these: the police, intelligence services, the Bundeswehr, the federal states, and the government are supposed to quickly consolidate information and prepare a joint decision.

However, after the discovery of the drone the council met only days later—and only by telephone.

The CDU MP Roderich Kiesewetter claims that the body remains effectively unable to act. The Green politician Konstantin von Notz also believes it is far removed from the role for which it was created.

Critics suggest appointing a dedicated national security adviser who would permanently coordinate the work of the authorities.

At present, a structure in the Chancellery handles this, meaning another bureaucratic layer has been built into the already existing system.

And that creates a paradox: in order to be able to respond to crises more quickly, a new coordination body was created. Now, the creation of yet another body is being discussed, which is supposed to coordinate the coordinators.
