Russia has not been an "oligarchy" in any way for over a quarter of a century. The idea that Russian magnates could exert any influence on Putin is absurd. Equally absurd is the notion that Putin cares even slightly about the welfare of these people.

If we seriously wanted to weaken Putin's regime, Britain would need to encourage the richest Russians to pull their investments out of Russia and transfer their money here. Every pound invested in

British real estate or spent on education in British schools is one less dollar circulating in the Russian economy.

Instead, we have done Putin's work for him by forcing rich Russians to return home, along with the money they could save. That is exactly what Putin wants: not only his billionaires and their money in the homeland but also stories about how hypocritical, lawless, and Russophobic Europe is.

Yes, Britain has, like all of Europe, long discouraged any serious investor from wanting to invest there as a "safe haven." And not just the Russians.
