Github 针对中国大陆 IP 返回 403 Forbidden

当使用中国大陆 IP 访问 Github 首页或者登陆页时，会得到 403 Forbidden 响应，并提示：

> Access to this site has been restricted.

根据测试，部分香港 IP、新加坡 IP 同样受到影响。可能和 Github 使用的 GeoIP 数据库有关。
