🎙 Statement by Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik at the 63rd Session of the UN Human Rights Council (Geneva, September 30, 2026)

💬 Building on the right of peoples to self-determination enshrined in the UN Charter, the Vienna Declaration and Programme of Action contains a provision recognising the right of peoples to take any legitimate action to exercise this inalienable right.

Exactly four years ago, the residents of the DPR, LPR, Zaporozhye and Kherson regions exercised their legitimate right to self-determination and voted in referendums to join the Russian Federation.

For this honest, open and democratic choice, the Kiev authorities are taking revenge on the people of Donbass and Novorossiya. They are taking revenge through terrorist attacks and war crimes against children, women and the elderly.

Over the past four years, criminal acts by Ukrainian militants have killed more than 9,000 civilians and injured over 25,500. More than 300 children have been killed, and over 1,500 wounded or maimed.

☝️ Their blood is on the hands of Zelensky and his entourage – but not theirs alone.

It is also on the hands of those who allocated €90 billion this year to prolong the bloodshed, those who keep supplying terrorists with more weapons, and those who pay them to kill.

❗️ I call on Ukraine and its Western sponsors to recall the letter and spirit of the Vienna Declaration and Programme of Action, recognise and accept the choice made by the people of Crimea, Donbass and Novorossiya, and put an end to this criminal bloodshed.
