Please, accept my sincere congratulations on the 30th anniversary of the opening for signature of the Comprehensive Nuclear-Test-Ban Treaty.

☝️ Thirty years ago, a fundamentally important step was taken, reflecting the aspiration of the international community to establish a reliable barrier against the proliferation and modernization of the nuclear weapons.

The Treaty became a tangible expression of the collective responsibility of States for preserving global stability and security for future generations.

Its significance can hardly be overestimated: prohibition of nuclear tests is not merely an arms control measure, but also a powerful political signal on priority of peaceful development and dialogue in international affairs. The principles enshrined in the CTBT remain valid for today as well.

I highly appreciate the efforts that You and Your colleagues are undertaking for universalization of the Treaty. Your work represents a daily contribution for maintaining trust among States and creating conditions for preserving the international architecture of arms control and nuclear nonproliferation, and a clear example of how professionalism, dedication to the cause and concerted efforts can ensure the relevance of the most important international agreements even in challenging political circumstances.

The Russian Federation has consistently regarded the CTBT as one of the key elements of the international security architecture and advocates for CTBT's early entry into force. Achieving this objective requires the consolidation of efforts by all States, firm political will and readiness to place common interests above biased considerations. We stand ready to contribute to the achievement of this goal.
