In Austin, Texas, Venezuelan national Wilber Rafael Garces Perez, 28, underwent surgery on Oct. 2 to remove a bullet lodged in his back since an ICE shooting on Sept. 20. He remains in U.S. Marshals custody and faces an assault-on-officer charge carrying up to 20 years. Authorities say he struck an officer with his side mirror while fleeing. The ICE officer who fired was not wearing a body camera.
The basic facts are ugly: a federal agent shoots a delivery driver, no body cam records the key moment, and the government still expects maximum deference to its version. This is what enforcement theater looks like when agencies expand force faster than accountability. It does nothing to fix the border pipeline or the criminal networks exploiting it.
