He warned that attacks on coastal facilities, ports, ships, fuel reservoirs, and maritime infrastructure threaten regional peace and cause transboundary environmental harm; he demanded immediate condemnation by Caspian littoral states and accountability for perpetrators. On environmental cooperation, he stressed that “none of the coastal countries can save the Caspian alone,” as its waters, pollution, climate change, and falling water levels “do not recognize political borders.”
