⚡️🇮🇷 — A spokesperson for Iran’s parliamentary National Security Commission said a proposed strategic plan on the security and sustainable development of the Strait of Hormuz would establish expanded Iranian authority over management of the waterway, particularly through Article 16, which would make the new law the exclusive domestic legal basis for governing the strait and annul conflicting legislation. — Tasnim
➡️ He said vessels belonging to Israel, states deemed hostile, parties that conduct military action against Iran, or those carrying military cargo would be barred from transiting the strait, while vessels from non-hostile states would require authorization from the Armed Forces General Staff under the proposed rules.
The bill has completed its legislative process to enter the parliamentary chamber and is awaiting a plenary vote, after which it would proceed through the Guardian Council and other required legal stages.
➡️ Article 16 is therefore significant less because it creates a standalone transit restriction than because it would consolidate the proposed regime under a single statutory framework, removing conflicting domestic provisions. It would not, by itself, resolve the separate international-law dispute over navigation rights through the Strait, which remains governed by the broader international legal framework applicable to international straits.
