⚡️🇷🇺 — Russia plans to spend 17.1 trillion roubles ($202.58 billion) on defence in 2027, about 27% above the 13.5 trillion originally budgeted and the highest level since the start of the war in Ukraine in 2022, according to government documents seen by Reuters.

➡️ Total defence spending is set at 50 trillion roubles over the next three years; the 2026 defence plan was 12.1 trillion, while actual spending is classified, and some military expenditure is recorded elsewhere in the budget. The 2026 deficit forecast has been raised to 3.2% of GDP from 1.6%, with total spending up 13.2% to 48.6 trillion roubles, or 20.9% of GDP.

➡️ The draft budget is due in parliament by October 1, while planned 2027 tax increases are intended to finance the widening deficit, including a metals and mining windfall tax expected to raise about 200 billion roubles annually. In 2026, net borrowing is set to rise 26% to 5 trillion roubles, with 459 billion—about 11% of the liquid portion of the National Wealth Fund—used to reduce the deficit, while the oil and gas revenue forecast falls to 7.6 trillion roubles from 8.9 trillion.

State debt is projected to reach 21.7% of GDP in 2027 from 19.9% in 2026, above the authorities’ 20% level regarded as safe, as total borrowing rises 43% to 7.7 trillion roubles.
