⚡️🇮🇷 — The Iranian Parliament's National Security and Foreign Policy Commission has approved Articles 13, 14, and 15 of the "Strategic Action Plan for Ensuring Security and Development of the Strait of Hormuz," commission spokesperson Hassan Qashqavi announced — Tasnim.

➡️ Under the newly approved Article 13, any maritime vessel failing to comply with Iran's transit regulations in the Strait of Hormuz will face temporary seizure. The law mandates the confiscation of 20% of the vessel's cargo or its total value until the penalty is fully paid, applying Article 5 of the Islamic Penal Code. To enforce this, Iran's Judiciary is ordered to establish specialized judicial branches staffed by maritime and international maritime law experts.

➡️ Article 14 imposes Grade 5 criminal penalties (under Article 19 of the Islamic Penal Code) on any natural or legal person whose actions or omissions lead to the improper, incomplete, or delayed implementation of this law. Crucially, a legal note stipulates that any bilateral or multilateral international agreement regarding the Strait of Hormuz must strictly conform to Articles 77, 125, 176, and 57 of the Iranian Constitution (which mandate absolute parliamentary ratification for international treaties and subordinate foreign policy to the Supreme National Security Council and the Supreme Leader).

➡️ Finally, Article 15 obliges the General Staff of the Armed Forces, acting either directly or through the Ministry of Defense, to submit an operational implementation report to the National Security Commission every three months.
