Rose update!

Telegram recently had a big update introducing rich messages; messages with enhanced formatting options. They then added a new rich message editor, which allows users to send and format their messages properly.

This is all very cool; but the real beauty would be if they could be used in Rose. And now, they can!

To save a rich message as a note or welcome, simply use the same commands you've always used; things just work.

This was a pretty big change, so if you face any issues just let us know in the support chat :)

Other new features:
- Added the new "richmessage" lock, which deletes any messages with rich formatting.
- Lots of internal reworks for experimenting with future features.
- Small bug fixes and performance improvements.
- Updated all translations.

Note: Still looking for Dutch speakers to update their language on crowdin.
