Excluding obvious exceptions, criminals are an undesirable and undeserving population. Criminals cost billions to trillions a year simply by existing. Criminality—like personality or illness—is heritable, meaning awful individuals reproduce awfulness.

Regardless of socioeconomic status or living arrangements, the vast majority of criminals will commit a crime again. Across all ages and all races, recidivism is high. Even sex offenders have high rates of being rearrested. Criminals often go out to commit entirely new crimes, especially if they are mentally ill.
