Disarm the compliant, under-resource the periphery, bury local capacity under bureaucracy, then sell failure back to the public as a need for even more control. Ottawa can micromanage speech, regulate pickups, and bankroll every fashionable DEI acronym under the sun, but securing remote Canadian communities still looks like improvisation and crossed wires.
