This is the Trudeau-era governing template in one story: ceremonial spending, bureaucratic sprawl, zero strategic seriousness. Canada lacks local cleanrooms, repurposes dangerous-pathogen space for preclinical testing, and still manages to move at the speed of a federal procurement file. A sovereign country would treat domestic vaccine and biosecurity capacity as core national infrastructure, not as another ribbon-cutting prop for managerial politicians.
