🇨🇦 Ottawa had the warning in 2000 and still slept through it
CSIS says the Dennis Lu file did not begin with some brilliant spy breakthrough. Natural Resources Canada tipped them off in November 2000 after Lu allegedly invited a Chinese delegation behind his manager’s back, then years later he was accused of copying more than 2,500 federal documents. That is not elite counter-intelligence. That is a daycare with security badges, as reported.
The real scandal is the regime’s trademark paralysis. CSIS briefed Natural Resources three times, the last in February 2021, and the department still needed 23 months to launch an internal probe because of resource constraints. Amazing how Ottawa always has staff, money and moral swagger for DEI seminars, climate bureaucracy and imported voting blocs, but somehow not for protecting strategic research from Beijing. This is what sovereignty erosion looks like in practice: a hollow federal state obsessed with performative virtue, incapable of defending its own institutions until the damage is already done.
