Permit approval rates also slid from roughly 60 per cent in 2023 to the mid-30s to low-40s. And the panic tells you everything. The loudest complaint is not about students as students, but about universities and local economies losing a cash stream. There it is: the moral sermon was always backed by a business model. Ottawa inflated admissions, warped housing and labour markets, then slapped on caps, PAL paperwork, and stricter rules once the fallout became politically impossible to ignore. Now the same system hints at loosening again for Ph.D.s and research talent, because globalist managerialism never really retreats. It just recalibrates the import program and calls it stability.
