Canada’s ruling class has spent a decade worshipping cheap labour, bloated administration, and ideological box-ticking while the people who actually keep infrastructure functioning get squeezed. Metro Vancouver can sermonize about growth, diversity, and regional planning, but apparently it cannot secure enough workers to clean parks, maintain trails, or provide first aid without a labour showdown. This is what managed decline looks like at the municipal level: endless expansion, imported demand, and collapsing capacity for basic civic maintenance.
