He eloped once and made it to New Jersey, used meth while AWOL, still reports auditory hallucinations, and the answer is privileges up to community living. Ordinary Canadians are expected to bankroll the entire cycle and call it compassion. A sovereign country would put citizens first, not gamble on imported danger and bureaucratic wishful thinking.
