For decades, governments obsessed over density, stacked people into 1960s to 1980s walk-ups, then acted shocked when those concrete ovens turned lethal.
Now comes the classic liberal shell game: impose the rule, dodge the bill, and pretend landlords, tenants, and municipal councils can just absorb retrofit costs while Ottawa keeps inflating housing demand and energy prices. Coun. Nadine Nakagawa calls it flexible. Translation: politicians want moral credit without admitting their growth-at-any-cost model wrecked housing quality, affordability, and basic livability. This is what managed decline looks like in Canada: bigger population, weaker infrastructure, and bylaws to patch over elite failure one crisis at a time.
